GENERAL SUMMARY/ OVERVIEW STATEMENT:
Manage day-to-day clinical engineering operations and staff. Work with department leadership to plan and execute operational strategies as well as equipment and system upgrades, installations and integration with hospital systems. Mentor and develop staff. Provide high level technical support and troubleshooting for engineering issues. In collaboration with director, build and maintain department standards for clinical engineering practices incorporating industry best practice, hospital quality and safety measures, and regulatory requirements. Participate in and/or lead department and hospital-based committees and teams.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Relevant activities include, but are not limited to the following:
1. Team supervision, training and mentoring: Manage the clinical engineering team. Supervise, train and mentor staff clinical engineers and clinical engineering interns.
* Oversee day to day operations of clinical engineering staff to ensure appropriate service levels are provided to the hospital. Effectively resolve any issues directly or through the direction of staff.
* Monitor and evaluate clinical engineering staff for ongoing and annual performance appraisal, following hospital guidelines and programs. Create competency assessments and other system support staff training materials. Work with Human Resources to resolve employee relations issues and to make employment decisions to promote and terminate staff.
2. Clinical engineering internship program: Coordinate and develop the clinical engineering internship programs. Lead the screening and selection process. Supervise and mentor interns. Manage workload of interns and intern resource assignment requests from clinical engineers and other department staff.
3. Project assignment and tracking: Manage team project workload.
* Assign, monitor, and guide project resource allocation. Document, track and maintain project requests and assignments list. Provide status updates and ensure timeliness and completeness of project documentation. Review project budgets, quotes and orders, and project timelines.
* Oversee assignments and work quality via monitoring, staff meetings and other feedback mechanisms. Assign staff to projects in the best interest of the department. Develop and monitor performance metrics for engineering projects. Communicate standards and ensure adherence by staff. Evaluate performance of materials, equipment and staff per project. Collect, study and interpret data to ensure effectiveness for future projects.
4. Technician team resource liaison: Work with technician team leads and managers to plan for and align technician resources for project work.
5. Project status reporting: Report to director on project, task and workload status and statistics/performance measures. Provide regular status reports.
6. Clinical Engineer resource management and scheduling: Manage clinical engineer workloads.
* Provide assignment and tracking of clinical engineering tasks including new device/model evaluations, device recalls and alerts response, safety report/incident follow up, IRB protocol/device reviews, and equipment management analyses (e.g. AEM reviews).
* Set and ensure coverage for on-call and EOC surveillance/IDT rounds. Establish appropriate staffing mix and levels to maintain a team to support engineering operations, maintenance and development. Build relationships with technical placement agencies to enhance staffing for short term support to projects. Hire qualified staff to meet the needs of the department.
7. CE training and competency: Responsible for onboarding of new clinical engineers and interns, ongoing training and competency of engineers and interns, and documentation of such. Train or coordinate training for staff on hardware or software requirements to support the completion of tasks and projects. Understand adult learning and create training programs, including curriculum, content and materials.
8. Clinical IT systems support: Ensure continuity, competency, and coverage depth of resource engineers for each of the department-managed clinical IT systems.
9. Regulatory compliance and industry standards: Ensure engineers are trained and knowledgeable of such, along with hospital's medical equipment management program, environment of care, quality and safety standards throughout all their work.
10. Engineering standards: Establish and maintain department engineering standards and practices. Ensure these are in place, documented, communicated and complied with (e.g. installations, infrastructure, space management, quote reviews, etc.). Take responsibility for overall quality of work performed by clinical engineers. Ensure integrity of engineering design, appropriately applied engineering principles and proper functioning of equipment, services or other features of projects.
11. Documentation: Review and approve project and task related documentation including technical reference/resource documentation, training and education materials and outward-facing communications (e.g. practice alerts). Ensure reference documentation is in place and currency is maintained. Ensure engineering time is captured in department database, engineers time entry is appropriate, consistent and timely, billing and supporting documentation is present. Develop and maintain documentation on all equipment and engineering processes, failures, investigation and other reference materials. Ensure that documentation is up-to-date, concise and comprehensive. Ensure that employees maintain proper documentation standards.
12. May serve as project manager for large, complex or unique projects. Develop project plans to outline, document and direct system projects and staff.
13. Educate staff and others on technology in a hospital setting. Give presentations to interested parties at meetings and educational sessions. Training may extend beyond the department to include physicians, fellows and nurses, as well as staff external to the department, including staff from other hospital departments and staff from joint programs with affiliate hospitals.
14. Work with department directors to plan department, equipment and technical needs to match the growth, development and usage of engineering services across the hospital and in joint initiatives within the Partners organization. Develop budgets, inventory and talent to support these needs.
15. Identify concerns and needs of staff. Build teamwork and other supporting structures to ensure an effectively operating department that is well received by staff and well recognized by others. Develop programs, tools and other mechanisms to support goals and projects.
16. Cooperatively work with hospital and Partners departments such as Information Systems, Facilities Planning and Nursing. Participate in or lead initiatives to manage the selection, implementation and maintenance of medical devices and systems. Adhere to hospital standards and establish department standards for all engineering purchases and operations.
17. Manage coordination of medical devices and engineering services across hospital departments. Understand workflows of other departments, needs of staff and patients, and building design to create useable plans and tools. Establish and communicate criteria to support projects and programs.
18. Maintain up-to-date knowledge on emerging technologies and technical innovations in healthcare. As needed, conduct research on technical topics of interest to the Biomedical Engineering department and to users of the department.
19. Manage programs for the distribution of unused or decommissioned equipment to meet national and international needs for medical equipment.
Directly oversee a staff of engineers, engineering interns and other technical staff supporting site-specific operations.
Cost effectively manage an annual operating budget for clinical engineering resources. Work with vendors to establish and maintain contracts and service agreements to benefit the hospital.
SKILLS & COMPETENCIES REQUIRED:
* Ability to develop and manage clinical engineering programs or projects is required. Knowledge and skill in applying principles of engineering required. Experience in installing and managing systems and operations in a large, complex, multi-location environment is preferred.
* Strong skills in project management.
* People management skills to include motivation, monitoring and feedback are needed in addition to routine staff management abilities of planning, developing and human resources administration.
* Must be able to effectively communicate with staff, management and others across all levels and departments of the hospital and its affiliates. Includes creating clear and complete documentation and writing persuasively as needed. Must be able to get along with others and resolve conflict appropriately.
* Present engaging, accurate and thorough presentations using polished platform skills and ensure training provided is applied.
Normal office conditions. May work in clinical or repair facility with exposure to biological contamination, e.g., blood, and hazardous electrical or mechanical energy, e.g., high voltage. Occasional lifting of heavy objects, typically not exceeding 50 pounds/person may be requested.
Bachelor's degree required, Master's preferred.
Clinical Engineering, Biomedical Engineering, Bioengineering or related engineering discipline.
Clinical Engineer Certification (CCE) preferred
Minimum of 5 years of experience in clinical engineering. Also must have 2 years of experience leading technical teams or supervising technical staff. Work experience in a hospital or healthcare setting required. Understanding of engineering and engineering codes, standards and other regulations required. Knowledge of emerging technologies and systems helpful.
