WHO YOU ARE
We are seeking a dedicated biologist with experience in assessing impacts to biological resources due to land development. In keeping with our commitment to protecting LA County's biodiversity, the ideal staff biologist for this dynamic assignment must possess excellent customer service and interpersonal skills for effectively working with our planners and our diverse constituents and communities. A collaborative approach to working with others and an enthusiasm for protecting and enhancing the natural environment while helping promote economic vitality and supporting the future development of LA County is essential to this position. Candidates should have familiarity with Southern California biota; an understanding of the fundamentals of the California Environmental Quality Act (CEQA) and State guidelines; strong business and technical writing skills; an understanding of the interaction between diverse ordinances, rules, and regulations; the ability to develop conditions and mitigation measures to reduce or eliminate impacts to biological resources; and the ability to prepare and present projects and recommendations to advisory committees and decision-making bodies.

Verification of Experience Letter or Out-of-Class experience will NOT be accepted for this examination.

WITHHOLD INFORMATION:
Permanent employees who have completed their initial probationary period and hold a qualifying payroll title may file for this examination if they are within six (6) months of meeting the experience requirements by the last date of filing. However, the names of such employees will be withheld from the certification list until the required experience is fully met. Essential Job Functions EXAMPLES OF DUTIES:
  • Reviews environmental reports to ensure compliance with the California Environmental Quality Act (CEQA).
  • Makes oral presentations to public groups and governmental bodies to explain and clarify planning reports and recommendations.
  • Provides information to the public about biological resources in relation to projects, planning programs, applicable ordinances, policies and procedures.
  • Researches, compiles, synthesizes, analyzes, and interprets information and data necessary to meet planning objectives in the areas of biology and environmental policy planning.
  • Facilitates public meetings about environmental issues.
  • Provides guidance and feedback on project design and mitigation.
  • Performs basic project site reconnaissance to assess accuracy of submitted biological resource documents.
  • Requirements SELECTION REQUIREMENTS:

    Option 1: Degree* + Three(3) Years Experience:

    Degree* - Graduation from an accredited college with specialization in conservation biology, botany, wildlife biology, landscape ecology, terrestrial ecology, urban ecology, or a closely related field.
    - AND-
    Experience - Three (3) or more years of professional experience conducting biological surveys, preparing and/or reviewing biological reports, and analyzing and/or mitigating impacts of development projects in compliance with the California Environmental Quality Act (CEQA).

    Option 2: Master's Degree* + One (1) Year Experience:
    A Masters' degree* in in conservation biology, botany, wildlife biology, landscape ecology, terrestrial ecology, urban ecology, or a closely related field.

    Experience- One (1) yearor more years of professional experience conducting biological surveys, preparing and/or reviewing biological reports, and analyzing and/or mitigating impacts of development projects in compliance with the California Environmental Quality Act (CEQA).

    PHYSICAL CLASS:
    2 - Light. Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

    Additional Information EXAMINATION CONTENT:
    This examination will consist of two (2) parts:

    PART I: An online unproctoredWork StyleAssessment mulitple choice test weighted at 50% that will assess verbal ability, achievement, confidence and optimism, independence, influence, reliability, and professional potential.

    ONLY APPLICANTS WHO ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE ONLINE UNPROCTORED WRITTEN EXAM WILL PROCEED TO PART II OF THE EXAMINATION.
    PART II: A structured interview weighted 50% that will assess professional/technical knowledge of the most current information, theories, techniques, practices, and procedures of the fields of biology and environmental science; professional/technical knowledge of federal, state, county, and local laws and ordinances pertaining to environmental and biological impacts; fact finding and data analysis; decision making; adaptability/flexibility; relationship building; customer service; presentation/oral communication skills; and technology aptitude.
    APPLICANTS MUST MEET THE REQUIREMENTS AND ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED PART OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.
    THE WRITTEN TEST IS NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

    TRANSFER OF SCORES:
    Applicants that have taken identicalwritten test part(s) for other exams within the last twelve (12) months, will have their written test responses for the identical test part(s) automatically transferred to this examination.

    This examination contains test parts that maybe used in the future for new examinations. Upon acceptance of your application, your scores may be transferred to the new examination and you may not be allowed to retake any identical test part(s) for at least twelve (12) months.

    ELIGIBILITY INFORMATION:
    The names of candidates receiving a passing score in the examination will be placed on the eligible register in the order of their score for a period of six (6) months following the date of promulgation.

    No person may compete in this examination more than once every twelve (12) months.

    VACANCY INFORMATION:
    The eligible register resulting from this examination will be used to fill a vacancy in the Advance Planning Division of the Department of Regional Planning.
