Enterprise Integration (EI) Directorate Management Office (DMO) is a fast-paced and highly visible organization that ensures NNL's position for long-term growth and success by providing support services to the lines of business. Chartered to improve project cost performance across NNL, the EI-DMO, Project Management Services unit is seeking a Cost Engineer. Specific responsibilities will include but are not limited to:

  • Collaborate with the lines of business project teams to develop cost estimates for NNL projects with a Total Project Cost above a pre-determined threshold.
  • Lead \"Tiger Teams\" to perform detailed independent reviews of NNL cost estimates with a Total Project Cost above a pre-determined threshold.
  • Ensure that accurate cost estimates are integrated into project baselines and managed throughout the life of the project.
  • Develop a database of cost estimates and project actuals to improve future estimates.
  • Perform detailed analysis of historical cost estimates to understand the cause of variance and implement improvement techniques to improve overall NNL performance.
  • Develop cost estimate training, lessons learned, best practices, and appropriate work processes and procedures to assist the lines of business in preparing more accurate cost estimates.
  • Job Requirements

    Advanced:

  • Bachelor s degree in a technical, engineering, or science-related field from an accredited college or university and a minimum of four years relevant experience; or
  • Master s degree in a degree in a technical, engineering, or science-related field from an accredited college or university and a minimum of two years relevant experience.
  • Proficiency with Excel.
  • Demonstrated ability to evaluate project cost performance and create performance metrics.
  • Self-starter - Must be able to contribute to the development and maturing the cost engineering service line.
  • Senior:

  • Bachelor s degree in a technical, engineering or science-related field from an accredited college or university and a minimum of six years relevant experience; or
  • Master s degree in a degree in a technical, engineering or science-related field from an accredited college or university and a minimum of four years relevant experience
  • Proficiency with Excel.
  • Demonstrated ability to evaluate project cost performance and create performance metrics.
  • Self-starter - Must be able to develop and mature the cost engineering service line.
  • Job Preferred Skills

  • A minimum of six years of engineering or technical experience within the NNPP.
  • Experience estimating project costs for construction or Naval Nuclear Propulsion Program equipment design and procurement projects greater than $1M.
  • Experience performing statistical analysis of cost information such as Monte Carlo techniques.
  • Experience implementing project cost estimates and basis of estimates in accordance with DOE Order 500.2 and DOE Guide 430.1 -1.
  • Excellent communication and interpersonal skills.
  • Experience adapting to changing priorities with a high attention to detail.
  • Experience successfully influencing across organizational and geographic boundaries.
