The candidate shall support the SWRMC Environmental Safety and Health (ESH) Department in accordance with the Occupational Safety and Health Act (OSHA) and SWRMC INSTR 5100.23. The candidate shall provide, including but not limited to, the following support:
-Job Hazard Analysis (JHA) Support: The candidate shall be knowledgeable in the creation and development of JHA, to assist SWRMC work processes. The candidate shall review work processes for potential hazards, which includes conducting observations, interviews, photographs and data entry into the JHA form. The candidate shall maintain the current JHA tracking system and develop trends analysis. The candidate shall support JHA training for SWRMC employees. The candidate shall assist with drafting progress reports. The candidate shall track all JHA s that are being developed by SWRMC Safety Specialist and SWRMC Shop personnel, and expiration date of current JHA s.
-Voluntary Protection Program (VPP) Support: The candidate shall provide assistance to the SWRMC VPP Coordinator. The candidate shall support monthly VPP training, participate in self-inspections, conduct command VPP perception surveys, and promote employee involvement at SWRMC. The candidate shall assist in developing avenues for SWRMC employees to provide input into safety and health decisions to include: participation in audits, self-inspections, suggestion programs, planning, training, job hazard analyses, and appropriate safety and health committees and teams. The candidate shall support monthly meetings with the shop VPP members to invigorate and sustain VPP within the SWRMC Command.
- Safety and Health Policy and Regulation Oversight Support: The candidate shall conduct workplace assessments to identify any non-conformances to Safety and Occupational Health (SOH) instructions and 29 CFR 1910 and 1915 federal standards. All non-conformances shall be communicated with the SWRMC SOH specialist for verification and documentation within ESAMS, and the SWRMC SOH specialist and the contractor shall ensure interim controls are implemented. The candidate shall identify, evaluate and research options for controlling hazards, using a hierarchy of controls . The candiadte shall provide the hazard control plan to the SOH Manager for approval for selection and implementation of all controls. The plan shall include how the controls will be measured or verified effective. The research shall include new technologies, substitution, engineering methods, administrative controls, and Personal Protection Equipment (PPE). Conduct and provide research on current instructions, regulation requirements and interpretations to improve SWRMC adherence of DON instructions, and local, state and federal regulations.
-Mishap Prevention Program Support: The candidate shall support SWRMC s hazard recognition with interim controls, process improvement and workplace audit Programs. The candidate shall support SWRMC Safety Specialists in: developing and enhancing all preventative programs including but not limited to; Find It-Fix it, JHA development, Self-Inspections, SWRMC safety committee s and near miss corrective actions.
-Production Shop Safety and Occupational (SOH) Support: The candidate shall be knowledgeable in the following SOH programs; machine guarding, electrical, lockout/tagout and industrial hygiene. The knowledge shall be equivalent to education received from an OSHA approved Outreach Training Institute (OTI), or be a Certified Safety Professional (CSP).
- Hazardous Material (HAZMAT) Program Support: The candidate shall assist in conducting monthly HAZMAT validations for the Command. The validation process includes providing inventory audits on all HAZMAT issued by the Hazardous Waste Minimization (HAZMIN) Center. The candidate shall provide the finished validation report through ESH Department for review, which will then provide to Fleet Logistics Center (FLC) for validation. The candidate shall also monitor the Command s hazardous material Authorized Use List (AUL).
-Medical Surveillance Program Support: The candidate shall assist in managing the Medical Surveillance compliance at the shop level, which shall include capturing the Non-Health Insurance Portability and Accountability Act (NON-HIPAA) and Personally Identifiable Information (PII) medical information provided by the Occupational Health survey, for specific stressors, which then the candidate shall update records in Enterprise Safety Applications Management System (ESAMS) Medical Surveillance module.
- Cross-functional Environmental Program Support: The candidate shall provide cross-functional support to SWRMC s Environmental Program, when required.
