DESCRIPTION OF DUTIES: The Development Authority of the North Country (Authority) seeks applicants for a Controls Engineer in the Authority's Engineering Division. The Authority is a multi-faceted New York State public benefit corporation created in the mid 1980s. Since its establishment, the Authority has constructed, owns and operates regional water and sewer utilities, a solid waste management facility, and an open access telecommunication network. In addition to owning/operating these facilities, the Authority administers housing and economic development programs and provides contracted water/wastewater services to municipalities in Jefferson, Lewis and St. Lawrence Counties. The Controls Engineer is responsible for controls systems specification, design construction, programming, integration, and start-up for construction projects as well as for operation and maintenance of existing controls systems. Frequent day-travel within the Authority's service area will be required and attendance at periodical evening customer meetings.

QUALIFICATIONS: The ideal candidate will have a Bachelor's Degree in Electrical Engineering, Computer Engineering or a related field with a minimum of five years of related experience. An associate's degree in a related field with a minimum of ten years of experience may be substituted. Knowledge of controls system theory and implementation with emphasis on relay control systems and PID controllers; instrumentation and controls typically used in water/wastewater including level sensors, flow meters, chlorine analyzers, DO sensors, etc.; SCADA system configuration integration, alarm generation and reporting required. Skills in configuration and integration of radio telemetry networks and IP networks, control panel design, layout construction, and installation, and ability to development and implement standard engineering practices and processes as well as providing detailed documentation and operator training upon project completion also required.
