The qualified candidate will Assist the Warfighter Performance Department Head with the development of science and technology solutions directed toward maintenance and improvement of physical and mental health. The research is directed toward the improvement of personnel performance, casualty prevention and combat casualty care. It includes the discovery, development and transition of new medical and training practices and procedures, medical devices and pharmaceuticals to the Fleet and Marine Corps. Knowledge of Navy/Marine Corps military and procedural protocol; organizational structure, tactics, techniques and procedures; DoD acquisition processes is desired. Prior experience in the medical and/or research and development arenas, especially within the military, would be of great benefit.. Assist The Technical Cooperation Leads coordinate Communities of interest in the coordination and presentation of S&T requirements and support the development and effective use of national defense Research and Technology. Effective communication skills are vital with ability to develop enduring working relationships with enlisted personnel, junior and senior officers as well as civilians. Experience with product development and transition of applied research to prototyping, field testing, and acquisition. Flexibility in supporting long-term projects and short-term tasks. Thoroughly familiar and proficient in the use of commercial software packages such as Microsoft Word, Project, Excel and PowerPoint.. Description of Duties. Participate in identification of science and technology requirements for Warfighter Performance. Assist in the translation of applied research projects to the Fleet. Develop, execute, and monitor project plans to ensure Navy/Marine Corps capability needs and requirements are met. Engage with Marine Corps Combat Development Command (MCCDC), Marine Corps Warfighting Lab (MCWL), Fleet Forces Command, Navy Bureau of Medicine and Surgery (BUMED) and Defense Health Agency. Review reports, memoranda, etc. and create briefing materials for higher echelons and congressional staffer review and input.. Provide rapid response to information requests from DoD leadership and Congress.. Maintain effective customer contacts. Initiate and maintain collaboration with both national and international research organizations interested in Warfighter Performance. Coordinate potential research collaborations with other federal government agencies, industry, and international organizations.. Requirements. Ph.D. degree in biology, physiology, pharmacology, biomedical engineering, electrical engineering, or mechanical engineering preferred. Other degrees will be considered. DAWIA certification preferred but not required.. Demonstrate experience attending scientific and engineering meetings.. Demonstrate experience participating in Science & Engineering discussions, analyzing and evaluating the science and engineering content of research proposals, and experience assisting the Research Office in drafting written responses to science and engineering related inquiries from DoD leadership and Congress.. Demonstrate a reasonable understanding of meeting content to one or more of the academic domains: Bioscience (e.g. biology, biomedicine, biochemistry, Nanobiology), Human-Systems Integration, Neuroscience, Psychology, Physiology or Sociology.. Demonstrate knowledge of the science and engineering research conducted by the DoD.. The Warfighter Performance Department consists of a number of biomedical research specialists with expertise in research and development program management, medical and psychological health, prevention of illness and injury, medical device development, Command Decision Making, Machine Learning and Artificial Intelligence.. The Systems Engineering and Technical Assistance (SETA) is a vital member of this team responsible for supporting all aspects of the research and development process. The SETA will have a particular focus on development of external relations for the team. Our external partners and research performers include a wide range of individuals and organizations, including the other services (Army, Air Force, The Coast Guard), other government agencies (FDA), academia, industry and many components within the US Navy and Marine Corps. Along with the other Command SETAs, the SETA will also be assigned specific research projects which they will help to formulate, advance for selection, initiate, manage and guide over the multi-year R&D cycle..
