Assistant Engineer
The ideal candidate should have design experience in roadway construction, wet utilities, pump stations, and other municipal engineering projects. The Assistant Engineer candidate is expected to possess an Engineer-In-Training certificate issued by the State Board for Professional Engineers and Land Surveyors.

Associate Civil Engineer
The ideal candidate should have strong design experience in roadway construction, wet utilities, pump stations, and other municipal engineering projects. The Associate Civil Engineer candidate is expected to have some construction administration experience. Experience using AutoCAD, ESRI GIS, hydraulic modeling software is highly desirable.

DISTINGUISHING CHARACTERISTICS

Assistant Engineer Positions in this class perform a wide range of moderately difficult tasks, are familiar with City projects and regulations, and are required to possess an Engineer-In-Training certificate from the State. The Associate performs the most difficult engineering tasks and is a Registered Engineer.

SUPERVISION EXERCISED AND RECEIVED

Receives general direction from higher level professional engineering positions. Exercises indirect supervision of a functional nature over lower level Engineers and over sub-professional engineering positions, usually as a project manager for a public works project.

EXAMPLES OF DUTIES Duties may include, but are not limited to the following:

To coordinate, participate and perform professional engineering work in the planning, design and construction of public works and related projects including, but not limited to, traffic, land development, streets, utility, capital improvements, and other similar projects

Designs and prepares plans, specifications and cost estimates for public works projects including traffic control facilities, street, utility, and related projects; researches project design requirements; performs complex calculations and prepares estimates of time and material costs.

Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures

Reviews and checks final maps, parcel maps, and subdivision improvement plans for accuracy and conformance with City codes, ordinances and departmental requirements.

Prepares timing plans for isolated and interconnected traffic signal systems; conducts and presents traffic studies to the City Council and other groups. Typical studies include traffic control warrants, parking requirements, signal priorities and striping alternatives;

Conducts specialized studies involving selection and use of materials and equipment, design techniques and economic comparison of alternatives, i.e., life cycle cost comparisons of alternative facilities design;

Serves as field inspector and field engineer on public works projects;

May assign routine investigation, design and drafting tasks to technical subordinates; reviews completed work; assists in the solution of difficult problems;

Prepares applications for State and Federal grants; administers grant projects;

Develops and reviews City ordinances and policies.

Performs other duties related to the operation of the department and the City including additional duties that enable the department and City to meet the diverse needs of its community

MINIMUM QUALIFICATIONS

Knowledge of:

Principles and practices of engineering as applied to new development, traffic engineering and municipal public works; methods, materials, and techniques used in the construction of public works projects;

Applicable laws and regulatory codes related to development, design and construction; City engineering policies and procedures; modern developments, current literature and sources of information regarding traffic engineering.

Topographic and construction surveying.

Principles of algebra, geometry and trigonometry and their application to engineering; methods for preparing quantity and cost estimates.

Traffic regulation methods and devices and traffic laws and regulations;

Use and operation of personal computers, software and related equipment;

Ability to:

Coordinate, participate and perform professional engineering work, under the direction of a registered civil engineer, in the planning, design and construction of public works and related projects including, but not limited to, traffic, land development, streets, utility, capital improvements, and other similar projects

On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; understand and interpret laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules, policies and procedures; explain and interpret policy.

Prepare engineering designs, perform computations, and prepare engineering plans and studies;

Administer contracts and coordinate and review the work of outside consultants.

Communicate clearly and concisely, orally and in writing.

EDUCATION AND EXPERIENCE

Any combination of education and experience that would likely produce the qualifying knowledge and ability. A typical combination is:

Education:

Equivalent to a Bachelor s Degree in Civil Engineering from an accredited college or university with major course work in civil engineering or a related field.

Experience:

Two years experience in the engineering profession with substantial engineering duties. One year experience in GIS (geographic information system) is desirable. Two years experience in AutoCAD is desirable.

LICENSES AND CERTIFICATES

Possession of an Engineer-In-Training certificate issued by the State Board for Professional Engineers and Land Surveyors.

Possession of a valid Driver s License (Class C) issued from the California Department of Motor Vehicles.

Associate Civil Engineer

In addition to requirements of the Assistant Engineer:

Knowledge of:

Hydraulic and structural designs of street and highway drainage structures.

Principles of supervision and training.

Ability to:

Make complex engineering computations with speed and accuracy, check, design, and supervise the construction of a variety of public works projects.

Ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information such as engineering reports, plans and specifications, contracts, invoices, statements, requests for proposals, cost estimates, legal documents, ordinances, statutes, permits, City Council reports, correspondence, training materials, and operating manuals

Administer contracts; manage engineering projects from inception to completion;

Prepare specifications and write technical reports.

Perform complex professional engineering work with a minimum of supervision;

Perform field inspection of public works projects; review plans and maps submitted for compliance with all pertinent guidelines.

EDUCATION AND EXPERIENCE

Any combination of education and experience that would likely produce the qualifying knowledge and ability. A typical combination is:

Education:

Equivalent to a Bachelor s Degree in Civil Engineering from an accredited college or university with major course work in civil engineering or a related field.

Experience:

Three years experience in the engineering profession under the direction of a professional engineer, including one year experience performing similar duties to that of an Assistant Engineer with the City of Lodi. One year experience in GIS (geographic information system) is desirable. Two years experience in AutoCAD is desirable.

LICENSES AND CERTIFICATES

Possession of a Certificate of Registration as a Civil Engineer or Traffic Engineer issued by the State Board for Professional Engineers and Land Surveyors.
